The Targeted Asset Maintenance and Upgrades program is a $1.8 million Victorian government investment to open and activate public land.

The 2-year program funds works to assets improving access, use and amenity on public land.

Where are we investing?

The Victorian government is investing in Crown land reserves within the boundaries of the Parks and Reserve Trust Account (PRTA) expenditure area.

This area is defined below and is specific to the funding source. It spans metropolitan Melbourne and certain areas of its peri-urban fringe.

Why are we investing?

Victoria’s Crown land reserves are thriving places. There are over 7,500 Crown land reserves in Victoria. They bring people together through sport and recreation, through heritage and culture, and through volunteering and social connection.

Around a third of these reserves (1,450) are managed by dedicated community volunteer groups. These volunteer committees of management play a key role in ensuring public land continues to provide environmental, cultural and social benefits to all Victorians.

The 2-year Targeted Assets Upgrade program supports volunteer committees of management to deliver significant asset improvements that will enhance access, amenity, and community use, now and into the future.

Program funding is designed to:

  • strengthen public assets for the future
  • enhance community access, inclusion and enjoyment
  • empower volunteers to deliver positive change
  • activate public land to build stronger communities
  • target funding where it can make the greatest impact.

Round 2 grant criteria

Category 2 and 3 Volunteer Committees of Management are eligible to apply. For category confirmation, please contact: asset.upgrades@deeca.vic.gov.au.

The following organisations are ineligible for funding:

  • local government authorities
  • Victorian State agencies (other than those listed above).
  • individuals
  • water management authorities
  • category 1 Volunteer Committees of Management
  • community or environmental volunteer networks.

The Victorian Government is investing $1 million to support Round 2 of the Targeted Asset Upgrades program.

Eligible committees of management may submit applications for funding between $10,000 and $75,000 for asset upgrades or maintenance and up to $150,000 for works that improve levels of compliance with building codes and/or legislation.

Previous Round 1 applicants may apply for Round 2 funding.

Funding is for on-ground works on assets to improve access, use, and amenity on public land. For examples of eligible projects, please see the grant guidelines or Round 1 successful projects below.

Projects must commence from August 2025 and be completed by 1 May 2026.

Round 1 (completed)

In Round 1 the program awarded over $900,000 in grants to support 24 projects.

Examples of successful Round 1 Projects include the below.

Upgrades to lighting, drainage, fencing, irrigation, and amenities.

Examples:

  • Nyora Recreation Reserve – Oval lighting & rabbit-proof fencing.
  • Beaconsfield Recreation Reserve – Irrigation and pump upgrades.
  • Catani Recreation Reserve – Drainage & gravel track works.
  • Cora Lynn Recreation Reserve – Grandstand, canteen & cement works.
  • Pakenham Upper Recreation Reserve – Tennis Court Lighting & drainage.
  • Badger Creek Recreation Reserve: Hall Foyer Restoration and Retaining Wall.
  • Whittlesea Showgrounds & Recreation Reserve – Stormwater Drainage around Reserve.

Building repairs, flooring, heating, kitchens, painting & asbestos removal.

Examples:

  • Kallista Mechanics Institute Hall – Full building rejuvenation.
  • Neerim South Hall – Flooring, kitchen & operable wall.
  • Powelltown Hall – Wall lining, heating & kitchen.
  • Upper Beaconsfield Community Complex – Painting & cladding.
  • Narre Warren North Hall – Timber Floor resurfacing.
  • Jindivick Mechanics Hall – New water heater and compliance fittings.
  • Eastern Dandenong Ranges Association – Security and safety upgrades.

Facade repairs, window restoration, timber and concrete works

Examples:

  • Essendon Historical Society – Moonee Ponds Courthouse wall repairs.
  • Heidelberg Historical Society – Timber, concrete, and window repairs.

Amenity block upgrades, roof repairs, DDA shelters, door replacements.

Examples:

  • Whitecliffs to Camerons Bight Foreshore – New Accessible BBQ shelter.
  • Capel Sound Foreshore – 23 amenity block doors.
  • Point Leo Foreshore – Roof and lighting repairs.
  • Crib Point Stony Point Foreshore – Washroom refurbishments.
  • Merricks Beach Foreshore – Safe roof, planting, handrails.

Committees of management

DEECA recognises that some committees of management will be ineligible to receive funding via the Targeted Asset Upgrades program due to the legislated boundaries associated with the Parks and Reserve Trust Account.
